On October 1, 2020, the online internet recharter system opens.  At this time, you can use the link that has been provided to your Key 3 and designated Unit Recharter Leader.

Many Scouting units have had delayed or very different starts to their year. The Capitol Area Council recommends that you complete your online recharter AFTER you have held your unit’s Fall Recruitment activities. 

It is recommended that the person responsible for your unit’s recharter, Unit Recharter Leader (URL), has completed the following between July – September.

  1. Contact all your current youth and adult registrants to see if they are continuing with the program in 2021.  If yes, collect applicable registration fees and Boys’ Life subscription fees.
  2. Review the current YPT status of Adult members and manage the process of training completion.  In accordance with the BSA’s policy, each adult leader must complete Youth Protection Training every two years.  The training can be completed online by clicking here.
  3. Identify your URL (Unit Recharter Leader). Already know who it is? Great! Complete this survey so we make sure they are receiving our emails.
  4. Like and follow the Capitol Area Council Facebook Page
  5. Subscribe to the Capitol Area Council Youtube channel.
  6. The Capitol Area Council Recharter webpage is your one stop shop for all things recharter! Remember to bookmark the CAC Recharter page to stay up to date on Recharter news.
  7. Don’t forget! The September Recharter video is available. Make sure to view this month’s video. The video can be found at https://www.bsacac.org/resources/rechartering/

Beginning on October 1st units should plan to login into the internet Recharter system and complete the following tasks. 

  1. Log into the recharter system and download the council’s version of your unit’s roster.
  2. Compare the council roster to your unit’s “working” roster.  We recommend that you collect applications for ALL who are not included on the council roster and get them to the council office as soon as possible.  Once these applications post, you can download the council roster again to refresh it.
  3. Update addresses, phone numbers, and email addresses for all unit registrants.
  4. If position changes are required for adult leaders, now is the time to make them.  For example, if one of your Den Leaders is going assume the role of Cubmaster for 2021, that change can be made during the online recharter process without submitting an adult application.  This is the only time this type of change can be made without submitting an application.

These are the most time-consuming, and tedious, steps of the recharter process.  Don’t underestimate the amount of time it will take to complete them.

Also be aware that the BSA membership fee has changed. The new fee structure is listed below.

  • $66 for youth in Cub Scouts, Scouts BSA, Venturing, and Sea Scouting
  • $42 for youth in Exploring
  • $42 for adult members in all programs
  • $75 for a unit charter fee

The deadline to have recharter paperwork submitted to the Capitol Area Council office remains November 30, 2020.  This provides ample time for the Council Registrar to review the submittal and ensure it is ready to process on January 1.

Units whose recharter paperwork has not been submitted, reviewed and deemed ready to process by December 31, 2020 will be considered to be in poor standing.  

On January 1, 2021, units that have not completed the recharter process will experience the following issues, they will no longer be able to:

  1. Purchase adult and youth recognition items (including youth advancement) at the Capitol Area Council’s Steve Matthews Scout Shop.
  2. Use, or reserve, facilities at The Frank Fickett Scout Training and Service Center.
  3. Use, or reserve, facilities at Capitol Area Council properties (Lost Pines Scout Reservation, Camp Green Dickson, Smilin V Scout Ranch, etc.).
  4. Other possible unforeseen limitations on Scouting opportunities and activities

After January 29, 2021, to reinstate units whose recharter has not been processed, the following paperwork must be submitted:

  1. New Unit Application
  2. Annual Charter Agreement
  3. NEW Adult Applications for ALL adult leaders
  4. NEW Youth Applications for ALL youth
